With reference to your telegram No. 158 of May 18th., the matter mentioned therein was not within your province and you should not have addressed the British Minister, Pekin, without first consultin; the Governor, Hong Kong, and obtaining his concurrence. In dealing with all such questions you must observe great caution, and consult the Governor before any steps are taken.
